I wouldn't want to be starting a new expansion without having some of that. If if you start in the older content, most of the population will be in the expansion areas. It's a lose/lose for you. Plus you get some living story stuff free if you get hte game now, which you won't get when you get the expansion.
Personally I would buy Path of Fire, use the level 80 boost and do the first PoF mission to unlock the raptor mount across your entire account, even at level one. Then play wherever you want - continue with the core game story and map completion, start a new level one character with a mount, continue into Path of Fire if you like.

1. Timmy has had GW2 since it came out, and bought every expansion through ANET. Timmy lives outside of america, so all the payment options of steam have been a blessing. 2. Timmy notices that GW2 is now playable through steam. And he hasn't bought the newest expansion because he no longer has access to ANET payment options.
This means you would only need to buy Path of Fire and End of Dragons to get all the expansions. Add to that, the living world story updates to get the full experience. Buying any expansion pack includes the base game. Buying PoF includes HoT. So: if you want to have all expansion content, buy PoF and EoD.

Posted May 1, 2019. My recommendation is:Level at least one toon to L80 before committing to spend any RL money; it doesn't take that long. If you find yourself loving the game, then buy both expansions. Even direct from ANet, the total cost is $50, which gets you most of what you missed.
Also here is a link sale history of the expansions and complete collection. This may help in predicting when the next one will be. When there is no ongoing sale, the best deal is the Collection Ultimate; when HoT/PoF is on sale, the best deal is to buy HoT/PoF + EoD Ultimate.
